Digital and artificial intelligence (AI) technologies (D/AIT) are subject to significant expectations and uncertainties. The challenges faced by national D/AIT initiatives are primarily due to the underestimation of the crucial role of governance in achieving the goals of the healthcare and social services system (HSSS). There remains a gap between the AI strategies (or governance) initiated by governments on one hand, and the effective implementation of AI policies on the other.
The study aims to analyze the critical role of governance in supporting the transition from AI policies to their concrete realization in Quebec's HSSS. It pursues six specific objectives:
- To inventory and synthesize existing governance frameworks regarding AI in comparable HSSS in Quebec.
- To identify the actors and analyze their roles and influences in the emerging governance of AI.
- To identify current arrangements and practices in governance.
- To analyze the impact of governance on the responsible integration of AI in healthcare.
- To identify the components of governance conducive to responsible AI and the key changes required to achieve them.
- To deploy an integrated strategy for interdisciplinary and intersectoral knowledge mobilization.
A qualitative methodology based on theoretical and conceptual foundations, with a deductive-inductive analysis. Expected results include:
- Identification of dysfunctions and areas for improvement in AI governance in healthcare in Quebec.
- Identification of ingredients for an "ideal" governance for responsible integration of AI in the HSSS.
- Enhanced collaborations around OBVIA objectives.
- Production of new knowledge with significant potential for international impact and dissemination by OBVIA.
- Production of content tailored to various OBVIA audiences.
