The Readiness Assessment Methodology (RAM), currently being implemented in Quebec since March 2026, is a globally recognized tool for structuring AI governance. It helps identify the strengths, challenges and strategic needs of the ecosystem in order to advance public policies aligned with the principles of responsible AI.
At the heart of this process are stakeholder consultations, which are essential to establishing an accurate and informed assessment of AI development and governance. Civil society organizations, public-sector stakeholders (municipal and provincial), academia, industry, unions and youth are invited to participate in consultation activities and share their perspectives.
Participation Opportunities for Stakeholders
Three participatory sessions will be held to engage directly with stakeholders:
- An in-person workshop in Montreal on May 26, 2026, from 2:00 p.m. to 5:00 p.m.;
- An online workshop in spring–summer 2026 (exact date to be confirmed);
- An in-person activity in Quebec City in July 2026 (exact date to be confirmed), intended for youth aged 16 to 25.
An online consultation (survey) will soon be open to the general public. It will be available on Obvia’s website, and contributions will be accepted over several weeks.

About the Readiness Assessment Methodology
The Readiness Assessment Methodology (RAM) is a macro-level assessment instrument that helps countries evaluate their level of preparedness for the ethical and responsible implementation of AI in the interest of all citizens. It also helps identify actions to be taken at the institutional and regulatory levels.
The Government of Quebec is among the first subnational governments to apply this methodology, further strengthening its international leadership in responsible AI governance.
